libc/glibc: do not try to download NPTL add-on

The NPTL add-on has always been internal, so there is no
reason to try downloading it, it will never succeed.
Add provision to skip other add-ons as well.

For consistency, do the same test in both glibc and eglibc.

A static cross gdb can be usefull if you debug on a machine that is
yann@1915
    21
not the one that is used to compile the toolchain.
yann@1915
    22

yann@1915
    23
That way, you can share the cross-gdb without installing a toolchain
yann@1915
    24
on every machine that will be used to debug target programs.
