scripts: update mk-release to cope with the new autoconf framework

Now that ./configure is generated by autoconf, it must be generated
before the release tarball is made. So, we can not simply use hg's
archive, we must post-process it.

This is NOT the official version of dialog.  This version has been

significantly modified from the original.  It is for use by the Linux

kernel configuration script.  Please do not bother Savio Lam with
