libc/newlib: remove hard-coded "-O"
With hard-coded "-O", users can not customize CFLAGS_FOR_TARGET
by CT_TARGET_CFLAGS. If "-O" is needed, users can input it in
CT_TARGET_CFLAGS. By default, "-Os" is enabled.
