crosstool-ng: patches/gcc/4.2.2/230-libbackend_dep

libc/newlib: Add CUSTOM version and CUSTOM_LOCATION config options and GetCustom

CUSTOM_LOCATION config options only presented in menuconfig if component
CUSTOM version selected.
