libc/newlib: Add CUSTOM version and CUSTOM_LOCATION config options and GetCustom
CUSTOM_LOCATION config options only presented in menuconfig if component
CUSTOM version selected.

1 The m68k mcpu processor does not like unaligned access
3 Disable at least mcpu32, m68010 and m68020. These processors certainly
4 do not like unaligned accesses.
