Add new wrapper fucntions:
- retrieve from local storage (CT_GetLocal)
- save to local storage (CT_SaveLocal)
- retrieve from CVS (CT_GetCVS)
- make CT_GetFile and CT_GetCVS use CT_GetLocal and CT_SaveLocal
