libc/mingw: use pre-set headers dir

There is a variable that contains the headers directory,
so there's no need to re-compute it again.

[Yann E. MORIN: split the original patch] 
     1 do not bother running ldconfig on DESTDIR.  it wants to write the temp cache

     2 file outside of the chroot.  doesnt matter anyways as we wont use the cache

     3 results (portage will rebuild cache), so running ldconfig is simply a waste

     4 of time.
