tools wrapper: introduce the silent WRAPPER_NEEDED config option

Add the WRAPPER_NEEDED silent config option, that can be selected by
components that require it (companion libs so far).
Rely on this config option when deciding to install the wrapper,
instead of checking GMP/MPFR or PPL/CLoog/MPC.

     8       You probably want to say 'y' here if you plan to use your compiler
     9       to build bootloaders. It is not yet suitable to build Linux kernels,
    10       though, because the APCI stuff relies on the target C library headers
    11       being available?!?!...
