complibs/mpc: fix MPC 0.8.1 build with MPFR 3.0.0

1 If we're using a cvs snapshot which updates the source files, and
2 perl isn't installed yet, then we can't regen the docs. Not a big
3 deal, so just whine a little and continue on our merry way.
