cc/gcc: add option to use system zlib

In some cases, it might be desirable to use the system zlib

Eg. because latest gcc seem to be totally borked when it comes
to multilib, and tries to build a multilib host zlib, when it
is *absolutely* *not* needed: we want mulitlib on the target,
not on the host! Sigh... :-(

    12 Crosstool-NG relies on some external tools to be recent enough, namely:
    13         make = 3.81 (in some cases)
    14         m4 >= 1.4.12
    15         autoconf >= 2.63
    16         automake >= 1.10.2
    17         libtool >= 2.2.4
    18
    19 If your system has older versions, we can build them for you,
    20 but you are strongly encouraged to update your system instead!
