crosstool-ng: patches/binutils/2.17a/140-better_file

debug/gdb: Add CUSTOM version and CUSTOM_LOCATION config options and GetCustom

CUSTOM_LOCATION config options only presented in menuconfig if component
CUSTOM version selected.
