libc/uClibc: add patch to fix IP frames on BE targets

Pack netinet structs to be possible to use for creating
IP frames on big-endian targets.

     1 Sometime around 2.4.22-23, the mips pt_regs.h fields were reordered, breaking
     2 coredump handling by gdb for current kernels.  Update the hardcoded constants
     3 to reflect the change.
