binutils/binutils: don't install symlinks when in canadian

When building a canadian-cross, the binutils are not executable on
the build machine, so there is no point in installing the symlinks
in the gcc static/shared install dirs.

     7 GCC 4.3 changed the location of some of the header files.  I don't
     8 understand why you'd be getting these errors while building GCC since
     9 it provides them.
