config: don't force the vendor part in the tuple

Note however that some configurations (eg. arm-elf) will still
have the vendor part 'unknown' forced in (by config.sub).

     8       This is usefull if your project is self-contained, does not rely on
     9       an external C library, and provides all the necessary bits.
