arch: add option to let gccdecide what floating point to use

Add an ARCH_FLOAT_AUTO option to avoid passing float options
to gcc and allow it to choose

     7 GCC 4.3 changed the location of some of the header files.  I don't
     8 understand why you'd be getting these errors while building GCC since
     9 it provides them.
