glibc: fix build error caused by incorrect variable assignment

During the conversion to using bash arrays, the glibc build script
was improperly converted, and contains an incorrect variable
assignment to the config_options array.

    10 - uClinux

    12 - add newlib (for enhanced bare metal)
    13   - may need heavy tweaks and bends in gcc.sh
    14   - try to make it generic, will help for uClibc++
    15   - check whether it supports running under uClinux

    17 - uClibc++
    18   - see newlib, above

    20 - Cygwin target (needs newlib)
    21   - so we can complie for Windows/Cygwin

    23 - mingw32 target
    24   - so we can compile for Windows/Win32

    27   - so we can run natively under Windows/Win32 (without requiring Cygwin)
