[configure] Fix automake version check.
The configure script fails on automake-1.11 (in Fedora-11) since
it looks for 3-digit version number.
Patch fixed by "Yann E. MORIN", with the added comment:
The check for the automake version is not against a 3-digit number,
but really against a 3-part version number, a-la 'x.y.z'. Versions
such as 1.10 and 1.11 are also valid.

5 - update versions for every tools...
12 - add newlib (for enhanced bare metal)
13 - may need heavy tweaks and bends in gcc.sh
14 - try to make it generic, will help for uClibc++
15 - check whether it supports running under uClinux
20 - Cygwin target (needs newlib)
21 - so we can complie for Windows/Cygwin
24 - so we can compile for Windows/Win32
27 - so we can run natively under Windows/Win32 (without requiring Cygwin)
