libc/uClibc: Add CUSTOM version and CUSTOM_LOCATION config options and GetCustom
CUSTOM_LOCATION config options only presented in menuconfig if component
CUSTOM version selected.

5 The new assembler (binutils-2.18.50.0.4 and up) will disallow "fnstsw %eax".
