kconfig: fix compatibility with older flex versions

Older flex versions require there be no space between options and
their arguments. For example '-P zconf' is not correct and should
be '-Pzconf'. This is for example the case for flex-2.5.4 shipped
with CentOS 5.8.

     1 do not bother running ldconfig on DESTDIR.  it wants to write the temp cache

     2 file outside of the chroot.  doesnt matter anyways as we wont use the cache

     3 results (portage will rebuild cache), so running ldconfig is simply a waste

     4 of time.
