cc/gcc: fix building core when building statically

There was a mishap when cut-n-pasting code from the final
step into the core step: a variable was not renamed.

     6       'Bare metal' refers to those programs that run without any kernel.

     8       You probably want to say 'y' here if you plan to use your compiler

    11       being available?!?!...
