scripts/addToolsVersion: properly handle .in vs. .in.2

While most components have their version in the .in file, some
have it in the .in.2 (eg. elf2flt).

Currently, to handle this case, we indiscriminately munge both files,
but this is wrong: in the elf2flt case, if we add a binutils version,
we do not want it to be added to elf2flt, and conversely.

So, for each tool, we need to explicitly know what file to munge.

1 Original patch from gentoo: gentoo/src/patchsets/gcc/4.3.1/gentoo/00_all_gcc-4.1-alpha-mieee-default.patch
2 Set the default behavior on alpha to use -mieee since the large majority of
3 time we want this (bad/weird things can happen with packages built without
     4 -mieee).
     5
6 To satisfy those people who may not want -mieee forced on them all the time,
     7 we also provide -mno-ieee.
