complibs: better deduce whether to backup complibs or not

To decide whether we need to backup the companion libraries,
do not rely on the !shared case. In the future other cases
may require not to save the companion libraries (eg. if using
the ones provided by the host distro).

     6       'Bare metal' refers to those programs that run without any kernel.

     8       You probably want to say 'y' here if you plan to use your compiler

     9       to build bootloaders. It is not yet suitable to build Linux kernels,

    10       though, because the APCI stuff relies on the target C library headers

    11       being available?!?!...
