cc/gcc: no need to build a static core pass-1 gcc for baremetal

The only user of the static core compiler in pass-1 was the newlib
C library. Now that it is build in a later step, we do no longer
need to build a static core compiler in pass-1.

     7 GCC 4.3 changed the location of some of the header files.  I don't
     8 understand why you'd be getting these errors while building GCC since
     9 it provides them.
