gcc: Fix 11.2.0 build failure on MacOS with Apple M1

With latest aarch64-unknown-linux-gnu, ct-ng build failed with:

And in build log:
Undefined symbols for architecture arm64:
  "host_detect_local_cpu(int, char const**)", referenced from:
      static_spec_functions in gcc.o

Just backport a upstream gcc fix.
